I built one once, using 555 timers and JK flip flops. I'll see if I can find the circuit. It pre-dates computers, so It's an old one... actually on a piece of paper!

OK.. found it... faded.. coffee stains.. and barely legible LOL

I'll tidy it up, or redraw it and put it up later. I just need to check if you can still get 4000 series logic chip, or I'll need to do a quick rewire for 74xx series.... 40xx are OLD!

OK.. you can still get 40xx series ICs, so it's good to go. I'll redraw it later, as it scans badly.

I built this one (in the 80s), and it works, but the side tone in practice mode is a bit squawky as it uses a 555 as an oscillator, but I recall it working well and you can switch it off. It also has a straight key input when it's in practice mode.

There are a number of keyer chips that are only a few pounds. unless you particularly want old technology

Do you want to build one, or is that to save expenses?

I ask because the plans I had involve a lathe and milling machine, I think the ones with more simple construction are often not much better than a touch one or springy strips of brass.

It would be interesting to know how refined you want the finished product.

Have you thought about a single paddle key? I have some quite nice Begali Iambic keys, but by far my favourite is my home brew paddle which is just a bit of double sided PCB between two sets of contacts, I can send more accurately and faster than on the single paddle than on the Iambic.
